Source files not included
Final deliverables and editable working files are different. Say so in the SOW, then price a release if they want the sources.

Short answer
Are source files included in a freelance project?
Not by default unless the SOW says so. Final deliverables and editable working files are different. Exclude source files in the SOW, then price a release if the client wants them later.
Deliverables vs working files
Final PDFs, exports, or launched pages are the usual delivery.
Editable sources — layered design files, project files, component libraries — are a separate asset.
Say which you include before kickoff.
Exclude them in the SOW
Sample line: Editable source and working files are not included. Final exported deliverables are included as listed.
Point clients to the exclusions catalog on SOW exclusions if you keep a longer list.
How to price a release
Fixed release fee. For example, €250 for a cleaned source pack after final payment.
Percentage of the project fee. For example, 20% on top for full working files.
Hourly cleanup. For example, your normal rate for file prep and handoff notes.
Put the release on a change order if they ask after the fact. See how to price a change order.
