Usage rights vs buyout
License tiers cover named uses. A buyout is broader. Name which one the fee includes.

Short answer
What is the difference between usage rights and a full buyout?
Usage rights license the work for named uses, places, or time periods. A full buyout or assignment transfers broader ownership. Paying the creative fee is not the same as owning every right unless the contract says so.
Paying the fee is not automatic ownership
Clients often assume “we paid, so we own everything.”
Your contract should name the license tier or the buyout. Silence creates fights later.
Simple license tiers
Project license — use in the named project or campaign only.
Business license — wider use inside the client’s business, still not a full resale or transfer.
Full buyout / assignment — broader transfer of rights for a higher fee. For example, a buyout add-on of 100% of the creative fee. Adapt to your offer and local law.
